  16. <p>Amid doubts, the U.N. will send troops to open starving Somalia's
  17. main port

  19. <p>     Was it a breakthrough or just another blind turn? Last week,
  20. following more than a month of negotiations, Algerian diplomat
  21. Mohammed Sahnoun, the ranking U.N. representative in Somalia,
  22. and General Mohammed Farah Aidid, who heads one of two factions
  23. that have been locked in fratricidal war, agreed to the
  24. establishment of an armed U.N. force to open the port of
  25. Mogadishu, where tons of relief supplies have reportedly rotted
  26. away on the docks or been dumped into the harbor. U.N. officials
  27. said the planned contingent would number about 500 troops and
  28. could be deployed within two or three weeks. The U.S. has
  29. offered to fly the troops to Africa, and announced plans for its
  30. own airlift of additional food aid. On Saturday the U.N. began
  31. moving food to the interior. Private humanitarian groups
  32. applauded the new efforts, but were worried about the arrival
  33. of the troops, which British relief administrator Mark Radford
  34. warned "could create additional security problems, and that
  35. would be disastrous."
